Portuguese law in the 16th century defined freehold tenure as the taking charge of non productive land donated by the Crown to whomsoever undertook to develop it, cultivating and colonising it. Not seldom - and this was the case in Brazil - the king delegated powers to the Senate to grant such concessions. The capital of Brazil had ist beginnings in the grant of a freehold in 1565 with a frontage of one-and-a-half leagues in depth, assigned by Estacio de Sa, which concession was increased to six leagues square in 1567. The land now occupied by the present city of Rio de Janeiro was at that time covered with a trick mantle of rank vegetation, but the work of devastation was pitiless and it got to the point where the Government was obliged ... |
