Not seldom - and this was the case in Brazil - the king delegated powers to the Senate to grant such concessions. The capital of Brazil had ist beginnings in the grant of a freehold in 1565 with a frontage of one-and-a-half leagues in depth, assigned by Estacio de Sa, which concession was increased to six leagues square in 1567.
