The import of fruits is one among other potential carriers of unwanted pests such as people, commodities and conveyances. While prohibiting the import of fruits may be an effective method of excluding foreign pests, it runs the risk of being perceived as a trade barrier unless justified by a risk analysis. Risk analysis is the process of evaluating biological or other scientific and economic evidence to determine whether a pest should be regulated and the strength of any phytosanitary measures to be taken against it.
