At the international level these barriers are discussed and normalized in the General Agreement on Tariff and Trade (GATT). The several barriers include: tariff barriers as importation tax, reference price, regional agreements like EEC, and systems of reference, or non tariff barriers as importations quota, allowance to import, technical and sanitary requirement, and, the worst of them: the subsidy. Besides there are internal barriers as exportation tax, ICM, allowance to export, etc which hinder we have more competitive in the international market. Otherwise our ports operations have very high costs and low efficiency.
