It is hoped that this many prove similarlly useful to those connected with forest utilization, Since its foundation, in 1940, the Institutes own fate has been linked to that of these men. At first the Institute was called the "Pine Service"(Servico do Pinho), and was a department of the now no longer existing Commission for the Defence of the National Economy. This Commission had been created in order to bring  relief to producers and exporters of Pine timber who were threatened by ruin throught lack of transport. Two-thirds of their produce had to wait for months along the rallway track, often roting away.
