The Virginia Institute of Marine Science in cooperation with the Virginia Department of Conservation and Recreation Shoreline Programs Bureau has developed an expert rule-based consulting system as an aid in evaluating proposed shoreline erosion control measures. This system will be used to augment the existing permit review process and improve regulatory consistency. This system will be beneficial to the core programs involved in subaqueoous lands management and tidal wetlands management in the state. Virginia has a wide range of shoreline types that are exposed to a variety of wave energy conditions. In areas with severe or critical erosion, structural solutions are considered both necessary and acceptable when property improvements require protection. Often permit applications propose structures that are unjustified, improperly positioned or impractical for the existing shoreline threat. This system provides regulators with a means to quickly access the erosional justification for shoreline modification. A standardized assessment methodology will improve consistency within the regulatory agencies. In addition, the time required for permit review could be reduced, improving the level of technical assessment on individual projects. Since this system is designed to be used by regulatory agencies in the field, it had to be flexible, user-friendly, and compact enough to run on standard portable computers. This paper describes the methodolog involved in developing the rules for the deduction system and provides an analysis of the system's effectiveness in practical situations.
