World grain oilseed production continued to exceed utilization in 1986-87, leading to a further increase in global carryover stocks. Sharply reduced U.S. price support levels for major crops along with large stocks pushed world grain prices well below the previous season. Lower prices brought sharply increased government farm program costs in the U.S. and EC, and increased financial stress to farmers in other nations. Changing U.S. farm policies, including lower price support levels, a weaker U.S. dollar, and a aggressive export enhancement program, generated modestly increased U.S. shares of world grain and oilseed exports. Continued surplus world stocks of a major commodities, low prices, and radically changes U.S. farm policies are important elements of theworld food trade environment as GATT negotiations begin. Because of major financial pressures in world agriculture, GATT discussions will focus on ways of multilaterally reducing agricultural subsidies in major producing nations, as well as on ways of reducing barriers against agricultural imports. Other appropriate agricultural policies might deal with causes of slow growth in the world economy and agricultural trade, and enhancement of global food security. |
