St.ralegies for financing agricultural research in Brazil are reviewed in this chapler. The Brazilian agricultural research system (Sistema Nacional de Pesquisa Agropecuaria. SNPA) is in transition from one iii which publie resources have been the primary source of financing (and public institulions are virtuaily lhe exclusive source of researcli oit(ptti and technology transfer), te a new multi-source, multi- instilutional (ptthiic/private) system. The new system will allow the pnblic sector lo more sliarply focus research frmnding and output ou publie goods (i.e. research whose benefits are long term and cannot be easily appropriated by individual entities, and therefore are unlikely lo be funded hy lhe private sector), generating specific solutions to regional and national problems. |
