This paper is concerned with the management of agribusiness complexes. An Agribusiness Complex (ABC) can be seen as a set of actors with interrelated activities, necessary to produce and market agricultural products. The sucess of the individual companies in the ABC is increasingly determined by the sucess of an ABC as a whole. Therefore, increasing attention for ABC policy making can be observed. In this paper, a conceptual framework is presented for the design and development of Computer Aided Policy Support Systems (CAPSS). Special attention is paid to the characteristics of the ex ante policy evaluation process and to the decisional behaviour of ABC actors. The presented methodology, called plato (Powerfull Logical Analysis Tool), is built on theory from various scientific disiplines: operations research, artificial intelligence, public policy theory, management science and social sciences. The contribution of the various disciplines to the methodology is out-lined. The paper ends with a brief exploration of the future potentions for CAPS. |
