The potential effects of uncontrolled population grouwth on less- developed areas is likely to have special impacts on land use policies. The Federal District, where Brasilia is located, in its first years of existence faced great pressures for development. New cities were created in a fast pace as migration increased, and lack of planning led to housing developments which were unduly expensive to service. As a result, it was imperative to take steps to prevent further aggravation of the situation in the capital. A Master Plan was development in 1977 and provided a rationale for locational decision; and since then there has been a very tight government control of land uses. The spillover effects of such tight control, however, have proven its inadequacy and inefficiency. Land use planning is designed to protect the amenity of an area and to prevent developments which will be too expensive to service. Plans, however, should be made dynamic and often re-evaluated to respond to the needs of a growing population. |
