This dissertation describes the conception, planning and execution of an undertaking designed to: a- first, develop a methodology for doing training needs anlysis in research and development organizations, and b-second, apply the methodology in some selected organizations of that kind as a means of improving it through its experimental use. Results were obtained at both the methodological and operational levels. Through its application, not only did the methodology became appropriate utilization in Brazilian R&D settings, but also additional potential uses emerged during the study, e.g., for performance appraisal. The methodology, based mainly on Bayton and Chapman's work at NASA and NIH, its intended to subsidize the efforts currently being done in Brazil to improve managerial capabilities in the R&D environment. The data collection, following Selz and Andrews'procedures, was made where the author could 'gain entree'. While a drawback to research, the main objective has nevertheless been achieved, since developing a methodology was the purpose of this undertaking. On the other hand, the experimental application of the methodology, at Sao Paulo's IPT (Institute for Technological Research) and the Federal Government's PLANALSUCAR (National Program for the Improvement of Sugar Cane), provided a preliminary understanding of management training needa at these two organizations, in terms of: managerial tasks which offer the greatest difficulty to the researcher promoted to manager, and tasks that should be performed more frequently to allow the organization to take better advantage of environmental opportunities.
