Abstract - Green Water Credits (GWC) is a recent concept of Payment for Environmental Services (PES). This type of PES offers a new way of addressing issues in current water management. By applying appropriate soil and water conservation measures in the upstream part of the basin, an increase of the amount of ‘Green’ water upstream and ‘Blue’ water downstream can be produced. When others PES, with the same goal, finance forestry project and riverbanks protection or restoration, GWC aims water conservation measure at the farm level. This enhances the productivity of the farm and gives socio-benefits through the incentive part. The objective of this paper was to evaluate the feasibility to implement GWC concept in the Piedade watershed, sub-basin of Paranaiba watershed within the Minas Gerais state. Implementing GWC depends mainly of the availability of downstream users able of raising enough money to compensate the farmers that modify their conventional agricultural practices. Therefore, examining the roles of the stakeholders was an important step toward the design and implementation of GWC. The data was collected through literature review, semi-structured interviews and questionnaires. In order to determine who could be financing these environmental services, a survey was made amongst the different stakeholders related to water management in the basin in general. For the design of the GWC scheme, the different type of compensation that the farmers are willing to accept was also investigated as well as their trust in the different institution that can play the role of intermediaries. The principal beneficiaries of the increase of water that can be create through the establishment of the Green Water credits are the drinking company COPASA and the electrical hydropower stations of Marimbondo. The farmers manifest a high interest into in-kind payments of different sort: extension services, credit access and voucher to access agricultural inputs.
Resumo - Crédito para água verde (GWC) é um conceito de pagamento por serviço ambiental (PES) relativamente recente. Este tipo de PES apresenta uma nova abordagem para o manejo de recursos hídricos. Pela utilização de práticas adequadas de conservação de água e solo nas regiões mais altas da bacia, espera-se ocorrer um aumento da quantidade de água verde nas regiões mais altas e de água azul nas regiões mais baixas. Enquanto outros PES, com o mesmo objetivo, tendem a financiar projetos de florestas e de proteções ou restauração de encostas de rios, GWC visa realizar atividades de conservação na fazenda. Esta abordagem contribui para melhorar a produtividade da propriedade como um todo e trás benefícios sociais através dos incentivos. Esse trabalho teve como objetivo avaliar a viabilidade de aplicar o conceito de GWC na bacia hidrográfica do rio Piedade, uma das sub-bacias do rio Paranaiba, localizada no estado de Minas Gerais. A implementação do GWC depende principalmente da capacidade dos usuários mais a jusante em conseguir compensar os fazendeiros que estiverem dispostos a modificar suas práticas agrícolas convencionais. Foi feita uma análise do papel dos diversos atores envolvidos nas questões dos recursos hídricos. Foram utilizados dados secundários, provenientes de revisão de literatura, e primários, por meio da aplicação de questionários. A fim de avaliar quem poderia financiar esse serviço ambiental, um levantamento foi realizado junto a diferentes atores relacionados com a questão de gerenciamento da água na bacia. Para o desenho do GWC, diferentes tipos de compensação que os fazendeiros estavam dispostos a aceitar foram analisados. Avaliou-se também a confiança que eles tinham nas instituições que poderiam atuar como intermediárias do processo. Observou-se que os principais beneficiários de um aumento dos recursos hídricos devido ao estabelecimento de um programa de crédito para água verde seriam a companhias de água (COPASA) e a hidroelétrica de Marimbondo. Os fazendeiros manifestaram interesse por compensações de diferentes naturezas, tais como: serviço de extensão, facilidade de crédito e vales insumos agrícolas.
