Small-scale farmers (the focus of this report) were responsible for much of the most recent wave of forest clearing - a process that cannot be halted by legal prohibition alone. Three key question emerge: 1) how much do small-scale farmers benefit from deforestation, and do these private benefits outweigh the social cost? 2) are their post-deforestation land uses sustainable that is, do they continue to bring in profits while leaving some forest intact on farm, and if not, can they be made to be? 3) what policies in addition to outright prohibitions might be effective in further slowing deforestation by smallholders and making subsequent land use more sustainable? This IDB-sponsored research project addressed these and other issues directly in the western Brazilian Amazon and arrived at the following conclusion that are detailed in this final report. |
