The main objective of this study is to evaluate the returns to both Post-Graduate and Continuous Training Programmes developed and carriedout by EMBRAPA, the Brazilian Agricultural Research Corporation since 1974. The evaluation of these training programmes followed the standard social rate of return approach. However, the particular feature of the study is that only the economic benefits related to increases in farmers incomes were considered. Therefore, only the net benefits resulting from the adoption of new technologies by farmers were taken into account. The internal rate of return was 22.2%, assuming that the 1982 level of net benefits will be maintained during the 1983-96 period. If he expected benefits were calculated at the 1982-86 average for the 1987-96 period, the internal rate of return would increase to 28.7%. When the benefits for this period were assumed to remain at the level estimated for 1986, the internal rate of return increased further to 30.3%. Results of other studies show generally that the rate of returnon investments decreases at the more advanced levels of education. The rates of return obtained in this study are higher than the rates calculated for college education in many countries, including Brazil. The high rates of returns support the proposition that training of human capital by EMBRAPA has produced large benefits for Brazilian society. |
